Which component to replace next?

Hello,

Every once in a while I upgrade my computer a little, but this time I'm unsure which component would be the best to upgrade next and would like your advice.

The main purpose of the upgrade is to make my gaming experience better. I should note that I value gamplay over graphics. Whichever game I play I try to add many mods to it so I can try out new things (new features, new playstyles, new content, ...) rather than enhancing the graphics of the game.
However, it turns out that I like to add way too many mods than my computer can handle, which usually results in slow load times and laggy game.

I'm willing to spend up to 400 € (I would consider increasing the budget to 500 € if the upgrade would be that much more significant).

My current specs:
PSU: 550 Watt Corsair CS550M Modular 80+ GOld
RAM: 2x 8GB HyperX FURY DDR3-1866 DIMM CL10
MB: MSI Z97 GAMING 5 LGA 1150
GPU: MSI GeForce GTX 960 Gaming 2G
CPU: Intel i5 4690K 4x 3.50GHz

I agree your GPU is the bigger weak link but only due to the upgrade options. Once the 8600k comes out in 2 months its up in the air. If you only have a 1080p 60hz a GTX1060 is the most you need. I think holding off for a 6 core 8600k is the way to go. Looking at your PSU the Vega is out of the question. If you must get the GTX1060 your power supply can handle and save up for the 6 core cannon lake around spring time.
He said 400 and the CPU is only 250ish, Z370 100ish, and RAM 8GB 50ish. If he wants to go upto 500 then 16GB for 100ish.

Good luck getting Vega 56 for under 499 as all the 399 without the games are sold out. That price was also just a launch day price so 450 for those if your lucky.
 
If you are gaming in a 60hz monitor. U can make do with that cpu for a year or more. U don't need a 4790k. But if it's a 144hz monitor, a 4790k can help.
And yes, prioritize gpu over cpu for now. A gtx 1070 would be the best if you can find one for 400.it usually retails around 450. And it's worth that extra 50 if you ask me.

vega 56 is better. Look at reviews.
 
At the expense of more heat and power draw? No thanks. U need a 650w psu for Vega rx56 overclocking. And moreover, many game engines uses Nvidia game works.
Also, the introductory offer is over. So the 1070 for 450 or the rx56 for 500? It's a no Brainer.

Thanks for your suggestions, guys. It gives me plenty to think over. Will let you know what I decide.

However, why do you guys lean on me buying a GPU rather than a CPU? I normally tune down graphics if it means I can tuck in another mod that improves gameplay of a game. What am I missing here? :)

I have a 60Hz monitor.
