MSI R9 290 fails to produce signal at Windows 7 Login, other fun things, and possible replacement options

Good afternoon to all,

As the subject line suggests, I cannot get a working signal from my MSI R9 290 as soon as it hits the Windows 7 login screen (the monitor gives an "entering power saving mode" message). This problem came on somewhat suddenly after attempting to launch SMITE (DX9), though there had been previous but easily recoverable issues with this which had usually been resolved simply by coming in and out of standby, or once before, by removing and replacing the GPU back into the MOBO. As you may guess, this has not worked for me this time. So I will provide a list now of what I have tried to do, in addition to that.

1) Clean reinstalls of two different sets of Crimson drivers (16+).
2) Flash the VGA BIOS.
3) Flash and update my MOBO BIOS (ASRock z170 Gaming i7).
4) Clear CMOS settings several times, removing the MOBO battery.
5) Power cycle my entire computer two-three times.
6) Run an extended memory diagnostic through Windows - it came back clean.
7) Run the Intel Processor Diagnostic Tool - this also came back clean.
8) Replace and remove the GPU several more times, clean it thoroughly, etc.
9) Consider trying the GPU in another system (have not quite gotten around to borrowing one yet).
10) Try different power cables and connection slots.
11) Abandon all hope and contact AMD Support (has not offered any novel solutions as of yet).

Some other notes: The R9 290 works on a standard VGA driver, albeit poorly - naturally it also works in Safe Mode, but the same caveat applies. The iGPU (Intel HD 530, on an i6 6600K) interestingly refuses to work altogether, regardless of my MOBO settings or whether or not a VGA adapter is installed, and does not even provide any output during boot - however, the Intel Processor Diagnostic Tool was able to render with it just fine. My old nVidia 6800 works, at least.

I am about all out of ideas, so I would like to ask if there is anything I perhaps missed. Furthermore, in the increasingly likely outcome that I give the card up for dead, what good replacement options are there for the $150-200ish range, asides from simply hunting down another 290 or a GTX 970 on eBay or Craigslist? I do not want to downgrade my system's performance, naturally.

Edit: After the suggestion of reinstalling Windows 7, among some other things, was mentioned in the AMD support response, I decided to dig a bit at the Windows side of things. SFC was normal. The only interesting thing I have yet found is an apparent problem with a non-plug and play driver in Device Manager (seen through the hidden entries option). ACP Kernel Service Driver (amdacpksd) has the following error associated with it: (This device is not present, is not working properly, or does not have all its drivers installed. (Code 24) I have seen this one crop up in event manager messages as well, incidentally. Would anyone happen to know more about this?

I seem to have stumbled across a solution. I decided to absolutely obliterate what lingering AMD files there were using a combination of their own removal utility, DriverFusion, and DDU. I also removed every single registry entry relating to the old drivers, just in case (DDU removed most of them and I removed the remainder by checking DriverFusion again). The aforementioned troublesome non plug-and-play driver was eliminated. I then reinstalled Crimson drivers, the newest version (17.8.1), and the GPU once again works.

I hope this helps anyone else who has come across these sort of issues with these GPUs.
