High CPU usage when downloading from steam.

My CPU gets clogged @ 100% when I download any game from steam and using G chrome simultaneously.

I took a test to make sure it wasn't Steam's fault. So I opened 20 tabs on chrome, including 2 youtube videos and download anything from another party (not Steam). My CPU peaks @ 30% - 38% approx.

When i open only 4 tabs and steam is dling a game, my cpu gets 70% easily, peaking at 100% as stated. Even my mouse pointer gets laggy and the sound crazy stuttered. It's really frustrating.

My specs:
Gigabyte B85M-D3H
Intel i5 4460 @ 3.2 Ghz
8 GB RAM
SSD running Win 8.1
GTX 970 4 GB

Also running on background:
Zone Alarm antivirus and firewall
Discord
Dropbox

On other hand, I can play Tom Clancy's Ghost Recon maxed, with Chrome opened and everything running like a charm. I’m telling this just to show the weirdness.

When dling steam games, the task manager shows the steam.exe gets like 30 - 40% and system interruption the same amount.

I believe the problem is "system interruption". I checked online and may be related to outdated or erratic drivers. But I didn't take any step forward related to drivers.

PS: 7 days from now, I reinstalled win 8.1 because it could not update. I was having even bigger CPU clog problem at the moment, with 2 Youtube videos taking up to 80% CPU usage. Now I don't have this issue anymore.

I also checked for viruses with Zone Alarm and Malwarebytes.

Update: I just realized when I open a new tab on chrome my sound gets stuttered for less than a second. Even without Steam. So I made another test.

Opened 7 tabs with music on youtube and scrolled down the facebook page. My I5 get's whooping 50% and stuttered the sound a bit too. wtf?

It should be like that dude, but other ppl just get 40%, not 100% :/

I get like 35% of system interruption. And with my specs, do you really think it should get this problem?

Also, I'm getting lag when using popcorn time by itself.
