When I open task manager, I get instant 100% CPU usage.

I open task manager after I feel some slowness, or stuttering. It's all fine but when I check the 'performance' tab, it is clearly shown that the CPU usage spikes at the time of opening task manager.
This is most likely a dumb question, but I have wondered about this for quite a while actually.

Specs:
GTX MSI 1070,
i7 6700,
16GB ram

A very quick spike in CPU usage does seem to be fairly normal behaviour when opening the task manager.

It might take a brief moment to start-up but I wouldn't really go as far as a 'stuttering'.

I meant stuttering beforehand, before I startup task manager, but thanks anyways!
