When you say Full ATX, do you mean that literally, or just an ATX motherboard? There is a difference in width, height is the same. Many Mid-towers can fit either though.
With common dual SLI capable boards you will have an air gap between the cards that should be sufficient, the top card is going to be a little warmer. Just need decent airflow in to handle it.
There is no small case that will fit for an ATX motherboard and 2xGTX 970. Look for middle towers. Also, stating your full specs helps finding the right case—Motherboard, GPU, CPU fan, additional fans, PSU; they all determine which case to get.

By full atx I meant full sized motherboard, sorry about the wording. So it would be a mid tower that's quite small, quiet & can fit 2 GTX 970s
