Low performance gtx 1070

Hi so basically I've recently upgraded 1070 from a 9602gb I play games like world of warcraft, fallout 4, mass effect andromeda. I play at 1080p and I know 1070s are overkill for that but I'm upgrading for the future.

I get bad drops in fps in WoW even in low populated areas, lowering graphic settings hardly makes a difference. Mass effect I'm getting between 40 and 60 fps dropping to the latter constantly it's very jerky with stuttering and visible fps drops, similar performance in fallout 4, again lowering settings in these games makes no difference. Also to note I had inconsistent performance when I had my old card thought a Gpu upgrade would help a little.

I have noticed in mass effect and fallout my gpu is between 60-90% load so my gpu is working. My temperatures seem normal.

I ran a heaven benchmark and got a score of 2150, I reinstalled my drivers with DDU, done all the usual stuff switch to maximum performance etc which made no difference.

I have been on with blizzard support as they agreed i should be getting better performance across the board.They checked my msinfo/dxdiagnosis and they saw I had had errors in there and they put it down to possibly be faulty ram they made me do a furmark burn test on my gpu which it handled fine. So they then got me to run memtest overnight and windows memory diagnostic to see if my ram is indeed faulty, It came back completely clear, so now they have told me there is nothing else they can do and I need to send my pc into a local technician for further testing.

So I'm basically here to get a second opinion, maybe a fresh look on what the issues could be or advice on what to do next. Thanks in advance, any help is appreciated!
