New high end build constantly stuttering/crashing.

hi guys, really need some help in fixing this computer. If I get to the home screen without crashing even opening up basic programmes like notepad/internet explorer etc I get horrendous display lag and audio.

I've tried reinstalling Windows for the stuttering but this has made it start crashing.

ran memtest, seatools, Intel diagnostic, tried GPU in another computer and it works fine, tried a different psu and nothing changes.

reset the CMOS. launched in safe mod, updated drivers, flashed Bios.

Specs.

Asus tuf x299 mk2 mobo
Intel i7 7740x - watercooled
EVGA 1080ti - watercooled
corsair vengeance 16gig 3100.
Samsung SSD
Toshiba HDD
Thermaltake smart pro 850watt psu.

running at native 2560x1440p.

please help :(

I would strip the whole system down to bare bones...put the air cooler on it...leave only one memory stick in...put a good known GPU in it...remove any drives except the drive with Windows on it. Reset the BIOS to defaults...unplug and re-plug every electrical connection on the motherboard.

Start the system in this minimalist setup and see if it still stutters...if so the power supply, Windows drive, memory stick, or mother board are suspect. If it runs as it should then add in one item at a time until the issue starts happening so you'll know exactly whats causing the issue...
