Help USB and gpu problems

So, I was playing games when randomly all my peripherals turned off but my tower leds stayed lit. I restarted it and still nothing so I took a look inside and noticed the gpu fans not spinning. So I asked my friend to test it on his setup and it spun up. And then we tested his card on mine it spun up but all the peripherals where still down and the monitor said no signal. And I tried every USB port to charge my phone none work. I reset the cmos battery also cleared the rtc ram. I also tried two different sticks in ram one at a time in every slot to rule out a bad ram nothing changed when doing that. I used a voltmeter on the psu and every cable out of that reads what it is suppose to. Also disconnected everything from mobo and waited 10 minutes then replaced it all and still nothing. I think the problem is the motherboard but why would my card spin up on his and his work on mine? So any help would be appreciated

Mobo: Asus m5a97 r2.0
Psu: raidmax hybrid 630w
Cpu: fx8350
Gpu: gigabyte r9 270x



Edit: bought a new mobo and psu I'll let you know if it fixes it when they get here thank you for such a quick response

Fans spinning don't matter much at all, as those take (relatively) minimal power. When your card "spun up" on your friends system, did it actually post/display?

What PSU does your friend have? If it's better quality (>Raidmax shouldn't be difficult), I'd suggest checking your setup with his PSU.

Agreed.

Raidmax is a very very bad brand. Yes they have an 80 Plus rating, they have that because they cherry pic the least crappy one off the line to pass the test. Their units are designed to be the cheapest one to appeal to the people who only look for an 80 Plus rating on the box. They are not only cheap in price but cheap in all the quality places that matter.
Raidmax has another unofficial name of "motherboard killer"
