CPU is overheating?

my setup is
1080TI founders editions PNY
7700k
gigabyte h270-gaming 3
16gb corsair 2400mhz
and the cooling for the cpu is CoolerMaster Blizzard T2
The problem is everytime i play a game my cpu getting to 83c and then it restart itself alone.

Didnt over clock and installed all the updates but the motherboard driver i didnt install because i dont have DVD raw drive

eventually from where i bought this pc for my cousin they didnt put enough thermal paste they just put a tiny dot
