Two I7 4790Ks failing Intel Diagnostic Tool Frequency Test

I had the blue screen a few times and my PC closed down and then eventually it closed down for a whole night but it worked okay the next day. I found out that my heat sink was loose so I tightened it up and all was well, but I downloaded the Intel Diagnostic Tool and run it and my CPU passed the frequency test, but I then tried it again a few days later and it failed the frequency test. So I bought another i7 4790K from eBay (sold as new, but I can't be certain if it is as it was sold without cooler or box) and lo behold it too fails the frequency test. Both CPUs pass all other tests including the heat tests. Could the fault be the motherboard?

It's not overclocked. I have used Mx- 4 paste and the heat sink is fitted correctly. Both CPU's pass the temperature test. It seems it's not the motherboard. My heat sink had come loose and I got the blue screen a few times. My heat sink came loose once before. It's a giant Scythe heat sink with a Noctua fan. I have tightened it up more this time but it's not like a ordinary screw which can go fairly tight. So you mustn't overtighten heat sink screws but at the same time it needs to be tight. It's not easy to get right.
