Insane Gaming Stutters 24/7

Hi, my computer has been having insane stuttering 24/7 anytime I play any game, it doesn't matter what settings I put it on I can go from 200+ fps on CS:GO down to 20 fps for a solid 3 minutes while everything is closed on my PC and only CS is open. This happens with each and every single game I play on this computer it never stops dropping FPS. I've opened MSI Afterburner to check whats wrong and what happens and my GPU Usage goes from 100% to 10% and CPU Usage goes up to 100% and it alternates till something stops and this happens really really frequently I cant play anything cause of this issue. I have a ton of recordings of this issue happening if you guys can really help me out here I would greatly appreciate it cause I cant afford any upgrades. Clearly with build I shouldn't be having this issue cause I see like I am the only one with the problem.

CPU: AMD 8320FX
GPU: GIGABYTE 1050Ti 4GB
RAM: Adata 16GB 2300 MHZ
PSU: EVGA 600W 80+ Bronze
CPU Cooler: NZXT Kraken x31
HDD: 1TB Toshiba Hard drive 7200RPM
OS: Windows 10

See if one of your parts is overheating. It could be it is running hot and slows to try to cool down. If not check to see if any of your RAM is unusable. ON windows 10 it is Settings - System - About. My PC for some reason reserved some ram and now stutters in games.

I've checked if that was the issue before everything was standard temp. I changed out my graphics card 3 times and still stutter so I know its not the GPU and also switched out the ram and wasn't that either

Ok so I did the task manager while in game and the odd thing is while these stutters were happening the usage of the cpu went from 60% average to 10% and the speed went from 3.5 GHz to 1.33 GHz I never noticed this before
 


The low frequency sounds like the CPU is throttling due to temperature.

I think that CPU throttles if it hits 70degC. I see you have a liquid cooler, but is it possible it is failing?

CPUID HWMonitor is a program I trust for temperatures.

I suspect the PUMP is defective so it can't circulate the fluid quick enough so you start off okay then it overheats and the CPU is forced to throttle down to protect itself.

I would consider a good AIR COOLER instead if that is the problem. Depending on how much you overclock, but perhaps a Cryorig Ultimate, Noctua NH-D14 (if you support 3-pin fans which most 4-pin CPU_FAN headers do) or other.

Want proof?
1) Open HWMonitor
2) Open Task Manager to monitor CPU frequency
3) start Prime95 which is a heavy stress test
4) CPU core temperature should approach 70degC, then the CPU frequency should drop in Task Manager

You said you use a Toshiba hard drive? For the most part, Toshiba uses SATA II HDDs. Does your Disk usage skyrocket during games or other tasks? Most people tend to rule HDDs out and say that it has nothing to do with games that do not load data from the HDD, but they tend to forget that the HDD can cause the system to freeze.

Also, this may sound silly, but if the fan(s) to your liquid cooler are on the CPU FAN headers, try and change them to the SYSTEM FAN headers to see if the issue persists. Please make sure you completely shut the PC off before doing this as doing it while it's still on can damage your fan headers or even your fans.

These may sound a bit off topic, but I tend to think outside the box when everything else seems to be okay.

This is something I have payed attention to but is not the issue with the toshiba hard drive, also I indeed have the fan for the Kraken on the CPU Fan header
