GPU not running well at all -- possible temperature issue

This is my setup:
Intel Core i5 4590 3.30 ghz
Asus Z87-A
Sapphire VAPOR‑X Radeon R9 280X
2x 4GB GDDR5 RAM
2x 250GB SATA SSD
Corsair CX600W
Case fan and CPU fan
Windows 10 64 bit

I bought this rig off of my friend. Unfortunately, the gaming performance on this is way less than I was expecting. Here are some examples:

-Sleeping Dogs is unable to play on the "high" setting because it dips to 15-20 fps frequently. I have seen benchmarks at other sites where people are able to run this at a constant 60 FPS at ultra with near identical specs.

-Cities: Skylines is nearly unplayable for me, even with a small city of 400 people (which is very early game), at the lowest settings. It runs 14-18 FPS at this point. It seems like setups similar to mine have been able to get constant 35-40 FPS with a huge city and maxed out graphics. I have found that performance generally gets worse the longer I play it.

-My 3DMark scores are way lower than they should be, but I have noticed something odd. I have been running the "Time Spy" benchmark. Sometimes when I run it, when I assume the system is hot and under load, I will get a score of around 7458. Other times, I have scored as well as 13002. Here and here are the detailed reports of the respective tests. I should be getting closer to 20000.

I have ran the above tests with GPU-Z and HWMonitor. The CPU looks fine, but GPU temperatures have reached to 100 Celsius at points, usually when the GPU is at 100% load. Because this temperature seemed a little alarming to me, I opened my case and ran a test and looked at the GPU fans. They never turned on, even when the temperature when the case was opened reached 94 Celsius and the GPU load at 100%.

Here are some other things I have done:

-Uninstalled and reinstalled latest AMD graphics drivers
-Cleaned inside computer with compressed air
-Installed a fresh copy of Windows 10

Here are things I am considering doing:

-Updating motherboard BIOS -- it sounds risky so I'd only do this as a last resort
-Removing the GPU and opening it and giving it a deep clean/reapply thermal paste

The most questionable thing to me at this point is the fans not running when the GPU is at 100% load and is 90+ Celsius. None of the 3 fans are spinning. Could this be the root problem?

Be hard to suspect the psu of it manages to run the gpu, can't see it having enough power to run the gpu flawlessly but not enough to spin 3 fans. Almost can't see the motherboard as even possible.


Last ditch effort get msi afterburner and set up a fan curve and see if it's some goofy setting.

(Also.ensure the amd catalyst drivers are installed /up to date)

If your fans aren't running and it's overheating that is certainly why it's overheating. Now as to why your fans aren't running that's a different question. 1) ensure they are plugged in 2) ensure all power connections are secure to card 3) ensure no wires are stuck in the way 4) ensure they'll spin freely with computer off 5) try giving one a starting boost while under load and see if it keeps spinning of the above doesn't work.

I have opened the case and taken out the GPU. The fans seem to spin fine and there is nothing in the way. They look to be properly plugged in to the card. I put the card back in and ensured that all the cables were correctly placed. Still no change unfortunately, and the fans will not work when I try to give them a boost while under load. Hmm.

Heh, I got the computer plus all the accessories at a great price even if it didn't come with the graphics card. And it's completely possible he didn't know since he never played anything graphically intensive.

As a side note, is the issue with the fans not working 100% a problem with the GPU or could the mobo or power supply be at fault in some way?

I've messed around with the fan curve in Afterburner and I still can't get the fans to spin. The drivers I have are the AMD Crimson ones, which are the latest ones.

I guess I'll just play some lower level games now and upgrade to a 1050 or 1060 by next year or so.
