PC Build problems

My build:
Gigabyte z68xp-ud3 motherboard
3 Hardrives (one solid state)
Geforce GTX 1060 gfx card
Soundblaster sound card
Intel i5-2500k processor
8 gigs RAM

Problems:
-I am unable to play games at the level that i require. i get slow transitions through scenes as well as visual glitches (black squares) as well as lag with some games. (presently run Dota 2, Xcom 2 and Rocket league).
-While gaming my processor is running temperatures at 88deg and upwards at times. my fps stays stable though (because of this i removed my processor unto a different motherboard and stressed it i got a failing grade during 'cpu load' due to high temps)
-I have benchmarked my graphics card and got good results at 8042
-Last problem is that my heatsink fan to my processor doesnt turn on automatically when the machine is booting up. I have to manually jump start the fan and then my CPU status monitor records that the fan is running at approx. 15rpm. even though the temp at rest is 45deg Celsius. (as mentioned before when i moved my processor to a different motherboard the fan turned on fine no problem and was picked up at 1500rpm).

Is this a motherboard issue or a cpu heat sink issue or both? Need help
 
I'd first look for a fresh application of a quality thermal compound, and, better yet, a good cooler....

88C is too warm...

Let's not lose perspective, it's an I5 from 2010, right?

If your fan is not starting automatically, either the heatsink's fan is bad, or your mainboard is...

Ok, so i had previously used thermal paste to help with the cooling of the processor. It did help however the problem still exists.

not sure when the processor was bought and when it was manufactured (i inherited this system from a friend so not sure when he built it etc).

I defintely think that the heat sink fan is a problem because as i said when i stressed it the fan wasnt able to adequately cool the processor. but i also do think t hat there is a motherboard problem as well.

The friend who i inherited the cpu from says that i should update the BIOS and that will solve the problems that i am having.
