i want to network/connect my PC with my Mom's PC(both are running Windows 7) Mom"s PC is connected by LAN/cable and mine is connected by WiFi , but sometimes the WiFi doesn't have a strong connection to my PC ....so i use the next door neighbors WiFi witch comes in stronger. so my question is ....if i network/connect both PC so me and my mom can share files , do we have to be on the same WiFi

It's pretty simple--just hook up ethernet cable to your PC in addition to the Wifi. You can only share files on the same workgroup so set that up with a unique name. If you can't run an ethernet cable, a 2nd Wifi adapter would work too and I've found USB ones work great because you can move it around on the end of a USB extension cable (up to 16 feet long!) to find the best signal.

Under "Advanced settings" you can even change the "Connections" order so your internet service will be first and the neighbor's will be the backup it will fail-over to in case yours goes out.

You'd be much better off if you used the WiFi connection in your own home, regardless of signal strength. The only other way would be to set up a remote connection between the two PCs over the Internet or use Cloud storage that you both have access to, despite how you connect to it.
