New PC build, unsure about things like power and fans/cooling.

Hi I live in NZ so PC parts are very expensive and more limited here so bear that in mind before you recommend things since they could be crazy expensive here. I went with a pretty cheap and budget PSU and I am not sure if I should get a better quality one although I really don't want to sacrifice my budget much at all. Also I am unsure about what and how many fans to get? My parts are the:

Intel - Core i3-6100 3.7GHz Dual-Core Processor

Gigabyte - GA-H110M-S2H Micro ATX LGA1151 Motherboard

Crucial - 8GB (1 x 8GB) DDR4-2133 Memory

Western Digital - Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive

Sapphire - Radeon RX 560 4GB PULSE Video Card

Corsair - Carbide SPEC-M2 MicroATX Mid Tower Case

Zalman - 400W ATX Power Supply

So I could just keep cpu cooler that comes with cpu and fans that come with case right? Also is power supply ok or not good enough?

Also I want to upgrade to a gtx 1050ti probs the Asus STRIX GTX 1050TI O4G

You mean the 400w psu is ok with the gtx 1050ti right?
