New power supply doesn't seem to want to turn on at all! Please help!

I made an earlier thread about a computer that failed to turn on, and it was decided that the cause was a bad power supply. So I just bought a new one, a thermaltake 600w, (as opposed to the old 430) but the power supply doesn't even seem like its on! I turn it on and nothing activates, no fans or anything, only a couple of the USBs. Can anyone help me out finding a solution?
 
that unit is not a good unit. may be doa unit or there a unit shorting out your pc. take the gpu and all but one ram stick see if the mb post or has any power good or fault led come on. if there no post take the mb out of the case to see if it shorted out. with just one ram stick see if you can get any life from it.

There is only one ram stick, and I took out the gpu but still nothing. The problem with the last PSU was that the 12v rail was messed up, and would at least turn the mb and fans on without the pcie plugged in. But this time, it doesn't work at all. It's like I'm not even turning it on.
