Power supply will not turn on! Please help!

My computer had a broken power supply up until today when I got a new one (a thermaltake 430w to a 600w), and I know this unit isn't good, but it's what I could afford. I did the paperclip test, which worked, but after plugging everything into the motherboard, it's like there's no power at all! I just got this motherboard a few months ago, and this replacement power source today. Can anyone help? I'm desperate for a solution!

No power is always caused by either PSU or motherboard. Without chance to test with working components there's no way to tell which one is the cause. It's even stranger that old PSU partially powers motherboard. I think at this point your best move would be to take your PC to comp shop and have them check if your mobo works.
You have to consider possibility that when your old PSU failed, it damaged your motherboard as well. If it won't start with new PSU, and you are sure that new PSU works (and the only sure way to know is to test it with other working components), then your next move is to check if motherboard works.

Even the old PSU would provide power, but only when the cpu power cable wasn't connected. This one doesn't seem to power the motherboard at all, for reasons I don't understand. I really hope the motherboard isn't damaged, because I can't afford to buy another one.

No, I don't have any other pc to test it on. It seems to work on it own and power the fan at least with the paperclip test, but completely hooked up there's just no power
