Pc wont turn on at all, broken cpu or mobo?

first of all its not a new build and worked fine for months, suddenly it wont start up one morning.
Fans wont start an nothing happens. PSU looked fine, i could turn it on manually with good voltages and its more then powerful enough. I also get a voltage on the 2 pins for the power button on the motherboard.
when moving things around like ram and the power cables, unplugging and plugin things back in i could get it to work sometimes but other times it would not turn on again.
I only plugged in the power and ram and used multiple screen outputs so no other hardware could cause it.
So I thought the motherboard was broken did an rma with Asrock and got a similar one.
(original supplier is bankrupt)

This one was tested with the same hardware because the first one they send would boot but would get ram errors a lot of the time and it could be damaged in shipping because of the poor packaging.
they confirmed it was broken so they tested the new one and send it with much better packaging.

I then installed the new motherboard and it worked from the first time no problem for some hours.
I shut it down normally, aaand it wont start up again.
I bring it to a repair shop an they said it worked when they got it, they did some tests but it got stuck one moment and would not start up anymore. They tested with a other PSU with no difference.
They did not have another 1151 CPU or motherboard they could test with. they agreed it could be the cpu if the motherboard is new.

Now is my motherboard broken again or is it the cpu?
Would a motherboard turn on with no cpu or a broken one?

Cooler: Cooler master hyper 112 evo
MOBO: Asrock H110m Combo-g (B150m Combo-G whas the previous one)
PSU: Cooler master G650M
GPU: GTX 1070

i did test it out of the case on my desk without gpu no disks connected one stick of ram but whatever i did it would not turn on, Just nothing.
The current board has bios version p7.0 installed by Asrock. I cant update it to P7.2 since it wont turn on.

 
i would rma both the cpu and mb. if the power supply been replaced or rma the old power supply may have killed mb or cpu. or the bad mb may have killed the cpu. when you contact mb vendor ask for a customer satafaction rep. let them known they downgraded you on this mb. want the same mb or better.

I will bring it in somewhere where they will look for whats broken. Since the place where i bought all the stuff is gone i have to go to the company's them self. Asrock made me pay for shipping and if the other ones do that too it will get expensive.
So i cant just rma parts that may be broken.
The mb i had at first is not available anymore and only had extra features i would not use anyway so thats no problem.
