Limit the bandwidth of a specific computer

I have 2 devices connected to a network switch on a 3 Mbps internet. The desktop PC is directly connected to the switch and the other is a portable ASUS All-in-one router where I am currently connected to. Problem is, mom keeps on watching kdrama series videos non stop online on full 1080P HD taking all the speed with it. She doesn't seem to care even if we are doing something important like my thesis papers where I need to search a lot of references. Is there a way to limit the amount of bandwidth the computer is eating up?

Your router may have that feature and there are many software packages you can load on the desktop machine. Your problem though is not really a technical one. There obviously is no agreement as to whose traffic is more important. All QoS does is enforce a already existing agreement. Yelling down the hall get off the internet I need it is pretty much all QoS does. In the end it is the person who pays the bills that wins these disagreements. On such a small connection maybe installing and paying for a second internet connection for yourself is the best option.

Yup, there's a feature called QoS in most modern modems.

Just search the exact model you have and see if it offers it.
If positive, there'll be probably a tutorial teaching how to do just that.

(I myself use this exact thing at home, it's a pretty easy setup)

You may simply be better prioritising specific traffic through your router. This is in QoS. You can also have a bandwidth limiter in place. https://www.asus.com/support/FAQ/1013333/

You should be able to access the tool to do this through your router manufacturer website or through a manufacturers software (I.e. TP Link settings). Just look for QoS on the manufacturers site.

Problem is I can't control the bandwidth on the desktop PC since that is what mom uses.
