VGA Graphics Card HELP

I have plugged in my VGA cable to graphics card and PSU , then I noticed wire on right isn't connected to anything but is apart of the wire connected to PSU and graphics card ?

Solution
The VGA/HDMI/DVI/display port output on the videocard is what connects to your monitor, depending on what kind of connection your monitor uses. Separately, the videocard may have a 6 pin pci-ex connector, or 8 pin or both. That needs to be connected to your power supply, inside the case of the computer. Hopefully you have a power supply with the pci-ex connector you need, it's not a good idea to buy a videocard without making sure you can power it.
