For a $300 budget, I'd look to something like this:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 3 1200 3.1GHz Quad-Core Processor ($109.99 @ Amazon)
Motherboard: ASRock - AB350M Micro ATX AM4 Motherboard ($59.99 @ Newegg)
Memory: Team - Vulcan 8GB (2 x 4GB) DDR4-3000 Memory ($75.99 @ Newegg)
Power Supply: Corsair - CX (2017) 450W 80+ Bronze Certified ATX Power Supply ($23.98 @ Newegg)
Total: $269.95

And OC the Ryzen3 to around 3.8-3.9GHz which should be achievable with the stock cooler

A stronger GPU could improve some of your performance.... a little bit.

The problem you're going to have with PUBG, H1Z1, GTA V etc, is the CPU. It's a slow, dated chip - with no (worthwhile) upgrade available to the socket.
I don't believe the A68HM allows overclocking, so that rules out any potential CPU improvements you can make.

What would your budget be for any "upgrade"?

I would suggest you look to a rebuild, reusing the HDD and potentially the 750TI in the short term, opposed to "upgrading" that system.

You'd then reuse the 750TI until you could afford to upgrade the GPU. A 1050TI would be a worthwhile upgrade over the 750TI
