Pc won't boot up nothing

500w evga psu
1tb hard drive

So my pc just won't turn on I don't know what's to do I tested out the psu by paperclip test it works but when I press the power button nothing happens
 
Try testing with only CPU and CPU fan installed, both 24 and 8 pin power cables connected. No other fans, components, cables, wires.
Start the board by shortly touching with a screwdriver the 2 pins on the board corresponding to the case power button.
If the CPU fan does not spin, and spare PSU to test not available, then I'd RMA the board.

WIthout having another one to try (which is a lot of work moving everything over), there is no way to test the motherboard specifically.

What you do is breadboad and test everything else.
Remove board from case as well as other parts.
Hookup ONLY psu power cables, cpu/cooler, and memory to the PC, and only video cable to onboard graphics plus Keyboard/mouse.
If it does not turn on, try moving memory around in slots, test each stick individually in the single-stick slot listed in motherboard manual.

FYI, without the case you can turn on the PC by taking flathead screwdriver and shorting the power button pins for a couple seconds, make sure you ONLY short the 2 power button pins from the front panel header.

If the motherboard turns on then you have a different problem.
If it does not and your PSU can past the paperclip test, then it is pretty much certain your mobo is bad.
