What should i learn for Problem Solving Skills and Techniques for computer. as i see some mods here i really would like to know everything even the volt's saff like that.

there is any special or international course for that ? if there is the course name please

It's a ton/decades of experience. You have to learn the general idea of how all the various hardware, software and firmware of computers work. And what you don't know you have to research/lookup.

After enough time, your brain will know things you don't, like when I had a computer that was performing slower and slower the longer it was turned on, my brain told me to disable the BITS service and lo and behold that made the computer start functioning normally again.

There are tech support courses you can take, but their not college/university level, they're usually a non-profit organization that provides training for people who need jobs.

Ultimately it boils down to experience - no course is going to teach you "everything".
Most courses are only likely to teach the theory aspect anyway - what you really want to do is get hands on (once you have the appropriate basic knowledge)
Articles, Reviews, even Youtube videos are going to help a long way.

I can guarantee there;s not one single user on this forum (or anywhere else for that matter) that knows "everything" to do with computers, including mods. It's impossible. Even the collective community of this forum doesn't know "everything".

Anyone who claims to know "everything" likely knows just enough to be dangerous and, potentially, knows nothing. .

No one knows 'everything'.
Whatever stuff I spout in here is the result of decades of experience. Computers, aircraft, sometimes even cars.

Teaching "Problem Solving Skills" ?
Basically, like this:
Reduce the 'Problem' down to the smallest components. Work upwards from there.
