Weird Performance Issue on Startup

I'm not sure if this is a problem with Windows 7 itself, and am not entirely sure if it's a problem at all, but it's definitely caught my attention.

Upon starting up my PC, everything I do is slow, but only until after I've done it once.
Examples: the first program I open takes a minute or longer to appear. If I right click to bring up desktop options, that takes about a minute to appear and sometimes can't even be interacted with. Opening the start menu for the first time is always slow, and even the task bar is unresponsive for several seconds until it eventually all just comes together. Certain programs like Spotify and Chrome must be opened and closed exactly once before being usable, because their first incarnations are either unresponsive or fail to appear at all, forcing me to end their process in the task manager and reopen. They always work the second time.

Even if I give the computer ten or so minutes to fully boot and idle, I still must perform a diagnostic run-through of all the basic actions, like some sort of basic skills demonstration, just to get my computer up to speed.

Is this a problem? Or am I just inept? Maybe both? Something more? No matter what it is, thank you for responding if you choose to do so.
