Lag with only 32% CPU usage

Seemingly randomly during normal computer usage, not gaming, my gaming mouse will lag and the audio in my headset will also lag/cut out. I have been watching this for that past few weeks and in task manager every time it happens my system process spikes to 10-15% CPU usage. My firewall and antivirus also come up when this happens. Overall the whole CPU usage jumps to around 25-35 percent. My question is first should I even be getting lag at such low CPU usage levels and second how do I fix this problem. I have deleted and reinstalled the mouse drivers and I have also made sure my audio driver is up to date.

i7 5820k 3.3ghz
16GB RAM
gtx 950

How do you notice that the audio in your headset lags/cuts out if your not gaming,what are you doing at the time?
If the firewall and antivirus also come up it could be some random malware attack or just some webpage trying to connect to somewhere.

Well,the antivirus always get's highest priority otherwise the malware/virus would have time to protect themselves,that's how you get skips/lags even with low usage,everything stops until the antivirus gives the all clear.

I am listening to spotify when it happens although it also happens when i am watching youtube and even when i am not even listening to anything. How would I be able to avoid this problem.

Well, the lag seems to be almost all the time and so that's whats making me wonder if I need to change something/find something.
