Here is the problem.

Motherboard: ASUS IX HERO
CPU: i7-7700k
RAM: G.skill 8*2 (16GB) - which is available on the QVL list
SSD: Samsung EVO 960 (M.2) 500 GB
GPU: GTX 1080 Ti
HHD: 2TB Seagate barracuda

Here is the thing. When I put the power ON, the motherboard lights goes ON, when I turn the computer ON, the RAM also have their lights ON, I can hear something happening in the HHD but that's it.

1. The GPU is not working (the fans are not even turning)
2. I also tried to put a keyboard on both the back and front panels, but It doesn't look like its turning ON.
3. CPU cooler (Thermaltake riing 3.0 RGB 360) are also not turning. I tried placing them in both CPU_OPT and CPU_FAN.

4. If I place my monitor on the Motherboard or GPU, It keep saying no signal.

Solution
First of all, is this a new PC?
If so... how many cables have you connected from your power supply to your motherboard?
There should be one large with 24 "pins" (maybe in two parts, depending on your psu) that goes next to your ram slots and one smaller (single 8 pin, or 4+4) that goes on the "upper" side of the motherboard, near the backplate.

Assuming those are well placed and the cpu is well seated, next try to boot without the GPU and try with just one ram stick... have just the keyboard connected to see if it lights up and ofcourse connect the monitor with your motherboard.

That motherboard has a small "screen" that shows error codes, if any, so pay attention to that as well.

Hearing sound from the HDD is normal as it...

The ROG boards have excellent features when it comes to troubleshooting. That board should have both a Q-Code display and some LEDs underneath it that are very good for pointing out boot problems. Look up the hex code on the display when the system hangs from the manual or online.

Hearing sound from the HDD is normal as it initialises when powered on, regardless if the pc is ok.

Best of luck!

If your card is a STRIX, keep in mind that this video card uses 0dB technology, meaning that the fans will only turn on when your card reaches a certain temperature. You can manually set your fans using GPU Tweak.

Try each RAM stick at a time

Make sure your CPU socket is not bent.

Are there any error codes showing?
