How Much Is My PC Worth?

Considering going for a better 1440p or 4K rig in the future, also I'd like to build completely over, as I made mistakes such as buying a cheap motherboard and a locked cpu. Thinking of upgrading to a 2080 (or 1180, what ever Nvidia's new -80 card is :)), from a GTX 1060. It is only one year old, and at the time I plan to sell it, it will be 1.7 years old.

My Specs

-i5 4690 (non K version)
-8gb DDR3 RAM
-1TB HD
-H81M MSI E33 Motherboard
-Evga 650W
-A crappy optical drive
-Deep Cool Tesseract Case (black)
-Thats it I think

Also, how much will my Dell U2417H be worth at the same age?

PC's are always worth less than you think.

You do know that PC's are upgradable? Your current CPU will struggle at high frame rates (>120), but that's not a problem, personally to go to 1440p just add a 1070, for 4k a 1080ti, that's it. No need to sell. If you then later find that you struggle with frame rates or if 4C4T is a problem, then upgrade. OCing is not mandatory, you can have perfectly acceptable performance without it.

250-500 give or take US yes, it's a large margin but the components aren't the best new so it's not going to be worth much second hand. Theoretically you can get 1000 if someone pays it.
