PC restart problems

In the last month I've been experiencing some wierd stuff with the pc. When I turn it on, it goes on for a second then turns off, after a few seconds it powers on like nothing happened. When there are current fluctuations it restarts or it shuts off.
Please note my pc is plugged in an UPS along with my monitor
I suspect it is the PSU that is the problem..but maybe I'm wrong, what can you tell me ?
My specs are:
Cpu: FX 8320 @ 4.1GHz
Gpu: Msi Gtx 1060 Gaming X
Mobo: Gigabyte 970A-UD3P
12 Gigs of ram
1 ssd, 1 hdd
Psu: Thermaltake SE2 500W

Plug directly into wall/surge protector and try. If that does not work, try resetting board to default. My guess is the PSU is probably flaking out. I'm not the most impressed with the power supplies, they are better than most of the ones that come in a prebuilt, but personally I'd rather run EVGA or Corsair. But if what I read on newegg is right, I'm thinking that PSU is only 35 amps on the 12v+ rail. Those FX chips,especially the 8 cores when overclocked, are power hungry. Add that 1060 on there, I'm guessing the poor PSU just can't cope.
