I am looking to get a new pc,but im not sure what to get.
In my current pc i have a i7 5820K with a Asus ROG Strix 1080 Ti 11GB GPU.

Which cpu should i get? (i am an intel only person)
Atm i have narrowed it down to i9 7900x, i7 7820x, i7 7740x or the i7 7700k
MB is going to be an x299 or ASUS ROG Strix Z270 series.
Got dual montitor setup, main is ASUS ROG 27inch 4k, second monitor is BenQ 144hz

Thoughts anyone?

Unfortunately, not even the Titan Xp can run all games smoothly at 4k... now, if you SLI'd them, you could get 60fps more consistently... but that's if the game(s) in question support SLI.

Folks looking to GAME at 4k jumped on too early. The tech needed for a smooth experience isn't ready yet. There was no real need to go past 1440p.
And if parts are expensive in your area, all the more reason to hold onto your money.
You can splurge on other things, but a cpu or gpu 'sidegrade' won't be worth it. You possess the 2nd strongest gpu, and as for the cpu, it doesn't play as big a role as the gpu at higher resolutions, so no real gain there either.

I don't see any need to upgrade from a 5820K + 1080TI honestly.

Unless you're gaming at 4K, SLI 1080TI's aren't going to give you much benefit (and even the benefits at 4K could be argued do not justify the cost), and unless you have money to burn, upgrading to a more 'modern' Intel CPU isn't going to net you wholesale gains either.

I'd look to your other components; perhaps an NVMe SSD if you don't have one already, or a better quality PSU (if yours isn't too great) or perhaps monitor/peripherals?

I have a similar build except I have a quad core haswell. I have that exact same graphics card too and it plays 4K great. There are some games where you do have to lower some settings to get it to work good at 4K. I've tried SLI 3 times now. And I can say with older titles it usually works very good but newer titles often do not support it. I advise against sli. I would just wait and upgrade when a better single card solution come out. Which could still be more than a year away. Just don't worry about upgrading that PC. It's a beast still. That 5820K is still one of the best CPU's around and it still has more years left in it.

Sry, forgot to mention. My main monitor is 4k, and my 2 year old 5820k is struggling abit.
Certain games are almost non-playable on decent graphic settings.
My PSU is Corsair RM750.
And to be honest i like having new things gadget wise

Where do you find the 5820K to be struggling? At 4K, you're looking more to the CPU than GPU (although not 'strictly' the GPU, of course).

Andromeda is going to need some substantial horsepower for 4K gaming >low settings.
SLI 1080TI would do what you want, and ME: Andromeda does support SLI.... pretty well I believe.

I mostly just want a new pc. I normally try to think it thru when i buy a new pc, where i live electronics are crazy expensive. That is why i ask for help/thoughts from ppl that know more than me and have different experiences with they're systems.

On Andromed i get constant lag, this reduces when i turn the graphics settings down but i just cant play the game on lower settings it just get to grainy. Im picky...
