You are saying if you turn on your PC, your entire house looses power, as in trips the main circuit breaker?
You have a shorted out PC, and, hopefully it's just the power supply....assuming no incorrectly located standoffs under mainboard, etc...
You won't know for sure until substituting a known good PSU...
