GPU not working

I just bought a new GPU. It is a GTX 1060 6GB. When I go to install said GPU, my computer boots up but nothing appears on my screen. I put my HDMI cord in both the motherboard and GPU to see if that would solve it but both say No Video Input. I have 2 theories as to what is causing this problem, but I want to see if there is an easier fix. I should start by saying that my power supply does not have an 8 pin cable, so I have to use an adapter. My first theory is that the adapter isnt working. My second theory is that my $20 power supply just isnt enough for my GPU. (i bought this off ebay as a first pc and didnt exactly get lucky).

Also - I can start up my computer fine without the pcie cable plugged into the graphics card. All of the LEDs come on and it appears to be working, but there isnt a pcie cable attatched to it.

Any help/advice is appreciated.
