New H81 build won't start, now on second motherboard

Hello:
Building an H81 system, with a used G3258 and stock cooler, in a Cooler Master Elite 130, with a Corsair CX550M, 8 GB 1600 Kingston RAM, a 240 GB SanDisk SSD, 1TB Baracuda HDD, and an ASUS H81l Plus motherboard. Problem is system won't start, even though green motherboard LED is lit. Same problem with a new MID H81l board I tried a few days ago and assumed was a DOA board. Did all the troubleshooting listed in this forum multiple times, and did breadboard outside case, tested PSU - was OK, also tried shorting the power pins - no fix. The case has a sticky power button, but shorting the power pins should have bypassed that, but didn't work. At this point I'm running out of ideas and patience. Could the old CPU be the problem?

Needs a bios update I'm pretty sure that's a devil's canyon Pentium if I remember correctly which needs a 9* chipset or a bios update on a 8* series one

Thank you. While I think you may be right, I can't even start the system, so I can't yet get the BIOS update.
