PC won't boot with graphics card plugged into monitor

I just replaced my msi z97 gaming 5 motherboard with a gigabyte z97X-gaming 7 motherboard because the former died. However, whenever I try to boot with with my graphics card my system won't output to my display. It will although boot when I plug my hdmi cord into my mobo and boot off of my integrated graphics. The debug leds on my motherboard display the error code "D4" which means "PCI resource allocation error. Out of resources." I'm not exactly sure what that means, but I really want to get my PC up and running normally as soon as possible.

I still can't find either of those settings in the bios even when I switch to classic bios and go under peripherals. I also tried updating my bios but whenever I get into q-flash it says "no drive detected" when I try to update from a USB drive. I've tried plugging it into the front of my case and the back of the motherboard in USB 2.0 ports.
