I'd look at a r5 1600/b350 motherboard and 16gb of (at least) 3000 mhz ram. Assuming the $300 was just for the CPU.

If it was for all of it, then

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor ($197.43 @ OutletPC)
Motherboard: ASRock - AB350 Pro4 ATX AM4 Motherboard ($73.98 @ Newegg)
Memory: G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3000 Memory ($127.99 @ Newegg)
Total: $399.40
Prices include shipping, taxes, and discounts when available

If the $300 is for the entire upgrade

If it were me these are the two Ryzen CPUs I would be looking at...

https://www.newegg.com/Product/Product.aspx?Item=N82E16819113428 R7 1700 (8C/16T) @3ghz and overclockable (usually 3.8-4.1ghz) $299
https://www.newegg.com/Product/Product.aspx?Item=N82E16819113435 R5 1600 (6C/12T) @3.2ghz and overclockable (usually 3.8-4.1ghz) $214
if you have zero plans to overclock then you may consider this as well.
https://www.newegg.com/Product/Product.aspx?Item=N82E16819113434 R5 1600X (6C/12T) @3.6ghz and overclockable (usually 3.8-4.1ghz) $239

If going intel

https://www.newegg.com/Product/Product.aspx?Item=N82E16819117727 i7 7700 4C/8T @3.6ghz not overclockable $306

if going to the less then to barely over 300 dollar mark.

Tom's Hardware always keep this article up to date: http://www.tomshardware.com/reviews/best-cpus,3986.html

Apparently, the Ryzen 5 1600 is $300 according to that article, and the AMD Ryzen 5 1600X is $240. If you can't go to AM4 sockets, you can get an AMD FX 8350 which is an AM3+ CPU, it should work well with PUBG.

It is not a large problem by any means but it is not nonexistent either. He said he can only run on low with 30-50FPS...and yes we already stated his CPU was the biggest handicap here. Yes your are correct some folks can get medium at playable frame rates but not everyone can. That why I said CPU was the biggest issue followed by GPU. If the OP is willing to play on low then his GPU is fine...higher then it becomes a larger issue potentially.

If they don't plan to overclock that could change the story. The extra speed may be worth it to the OP. If overclocking I agree completely. There are better coolers out there and for the cost stock isn't bad in comparison.
