Is it safe to increase the fan curve above default to achieve lower temps for gpu?

I built my PC in March and have been playing rainbow six siege a lot on high settings. I have a Pentium g4560 and a GeForce GTX 770 2gb, 8gb ddr4 2400, 1tb HDD 7200rpm, msi b250m pro vd. I would touch the exhaust of the gpu to see how hot it was and kept getting worried hearing about GPU thermal throttling. So I downloaded a hardware moniter for temps and saw my gpu got to 72-80c when playing r6s at high settings (using more vram than I actually had). So I saw a video about increasing power limit to activate gpu boost and then changing fan curve to receive more fps and get lower temps. So is it safe to put the fan speeds above default to get lower temps?

do not fans go to 100% by default when it is running hot?

so what exactly would be the issue of you doing what you describe?

I don't know the default fan speed. I always thought it stayed under 30% fan speed. I'm just wondering if it is safe for it to be at like 100% fan speed. When I set it to max it sounded really loud and noisy, nothing I have ever heard and my default temp limit is around 83 or something, and have never heard it like that.
