USB devices randomly power up when system is shut off

My computers USB ports sporadically power up and power down when my laptop is off. It repeats several times after powering down the computer. It's an older computer now is the power supply maybe not working right? the battery in it is dead(no longer holds a charge or charges) and has been for a while.

sometimes older computers, for a lack of better words, birth, a spirit of sorts. You can tell when this happens because your computer starts to experience symptoms similar to what you're going through. Steps to possible eradicate this are, get a shop vac, attach a custom spirit nozzle to the end, and hope to god it dosent become enraged when you suck it up. Good luck and may god be with you.
