MAJOR ISSUES with new RX 580 GPU (Possibly CPU Bottleneck) I have never seen anything like this.

So I recently got into the wonderful land of PUBG and as all Triple-A Titles these days, it is an extremely demanding game, mostly because of how insanely unoptimised it is. So I decided to replace my old Sapphire Dual-X R9 280X 3Gb GPU with a shiny new Sapphire Nitro+ RX 580 8Gb GPU. All was going well until I actually started playing PUBG. Here is where the weirdness starts. With the old 280X I was getting an average of 55 FPS with some major dips (all the way down to 20 FPS) but with my new RX 580 I was getting a stable 45 FPS!!! It gets weirder, though. No matter what settings the game is on, Very low or Ultra, it still stays at an average of 45 FPS. My GPU clock is running fine - at 1411 Mhz, as advertised. I also had to upgrade to Windows 10, wipe my old drivers, install new drivers, realise I made a mistake, wipe them again and finally install the correct ones. I also disabled Windows 10's "marvelous" feature - Xbox DVR. Yet, nothing. When I run a different game, Battlefield 1, it has the exact same problem - a stable 45 FPS no matter the graphics settings. So I ran some Benchmarks and sure enough:

---Firestrike---
Graphics tests: 14000 Score
Physics test: 2400 Score
Total score: 7800 Score

---Passmark's CPU Test---
CPU: 5900 Score (Slightly above the average 5500)

So how can one benchmark tell me that my CPU is a major bottleneck and the other that everything is fine?????????

Before you ask, here is my complete build:
CPU: AMD FX-6100 Hexacore
GPU: Sapphire Nitro+ RX 580 8Gb GDDR5
Motherboard: ASUS M5A97 R2.0
RAM: Single Corsair 8Gb GDDR3
PSU: Corsair 650S

I just want to be able to run my games the way I should be able to run them.

P.S. While running Battlefield 1 my GPU was at 55 Degrees Celsius, waaaaay bellow the expected.

Is it possible to do a fresh re-image of the system to Windows 10 to remove all old drivers?

Even if the cpu were the limiting factor it is highly unlikely that both games would be limited to exactly 45 fps.

And even in the same game you should get some variance in fps due to some parts of the game being more graphically intensive than the rest.

V-sync may show disabled in the control panel and the game, but the evidence shows it is stuck in the "broken on" position.

For Battlefield I use the ingame FPS OSD but since I dont think PUBG has one I use Fraps.
