Can You Overclock ryzen 5 1600x with a cryorig h7?

https://www.techpowerup.com/reviews/AMD/Ryzen_5_1600X/20.html

Techpowerup managed to go from 3.6 to 3.9

Gaming frame rates lower than competing Intel chips
High power draw
Memory frequency options and memory compatibility limited
Setup complicated (memory, HPET, CCX, SMT, and power profile)
Overclocking barely worth it
Requires optimized apps of which there are not many
Lacks integrated graphics

Solution
I use a 1600x and an H7 Quad Lumi (one more heat pipe than the regular H7). I've havent overclocked much yet (depends more on quality of chip), but at stock, i idle around 32C and hit 65C during stress testing, which i feel to be very good temps for ryzen. Also my CPU turbos to 4.1Ghz with XFR which shows the cpu itself is happy with temps.

that CPU heat output is 100 watts, the cooler handles 140 watts, so that leaves about 40 watts for overclocking

depending on voltage and frequency Ryzen getting close to 4.1 hits 140watts

I don't have that cooler but I have the Hyper 212 and had to put a diff fan, 90cfm and I find that garbage for overclocking
