Slow transfer speed

******So when i copy and paste data from my 3.0 hardrive to 3.0 pc usb port i get speed around 25 mb/s average. How can i correct this speed as i have a strong enough pc yet with slow speed tranfers.******

cpu- i5 7600
gpu- ZOTAC 1050 Ti 4GB
Motherboard- B250M D3H (BIOS F1)
RAM - 8GB
Win 7 64 bit Prof

UPDATE -- I have 2 internal drives 1TB Toshiba( DT01ACA100 1TB) and 500GB WD ( wdc wd5000aakx-001ca0 ) , so i tried extracting a 28 GB file in the Toshiba drive and it was very slow (4% in 4 mins) while on the other hand extracting the same file in WD drive i got 14% in 4mins.

NOW the contradiction is that when i conducted the Crystal mark test:
1) Toshiba drive had around 167 seq read and 146 seq write.
2) WD Drive got 81 seq read and 81 seq write.

MY opinion and some related facts:
1) This makes me think that how does rar extraction differ, and my conclusion is usage of multi-cores of the CPU but that does not justify cpu performing bad and slow extraction only on one type of hard drive, the extraction should have sucked equally.
2) I see that during copy pastes and extraction my avg cpu usage does not go much high, usually remains at 2-10 when seen from task manager. I wonder if my psu 450W might somehow relate to bad cpu performance.
3) Surprisingly i am able to play games like witcher 3 at good fps and high quality without any hitches.
4) Should i update my bios, can it be related ?

I don't know what to make of all this and need some help.
