Pc won't turn on but gets power. PSU has been replaced already.

I put my computer into storage and once I got it back out, it wouldn't turn on. I replaced the psu already because that's what I was reading might be wrong. The pc gets power, all the lights on the MOBO turn on. Nothing happens when I push the power button though. I have tried jumping the pwr sw pins with nothing but the 24 pin and 4/8 connectors attached from the PSU and still nothing. I am thinking that maybe it's the MOBO but I don't want to replace parts to find out that wasn't it. Does any one have any ideas or tests I can do to narrow it down?

Reset bios, via battery, re-seat ram sticks.
Try again.
Remove GPU, try without GPU.
Remove all interfaces, try to power up only to bios, no hdd no cd no gpu.
Try to power up with 1 stick of ram.
What is your Setup ? Please post full configuration.
