I built a PC for my son last christmas and he wants an upgrade this christmas as he is using oit for gaming and minecraft and its a little laggy at the moment. The components are as follws:

Motherboard - AMD FM2+ A88X DDR3 USB3.0 GBE LAN VGA HDMI
CPU - Athlon X4 860K 4.0GHz Black Edition 1
Memory - 8GB (2x4GB) Vengeance DDR3 1600MHz CL9 XMP 1
Power - 500W 80+ PSU
Hard Drive - Toshiba P300 1TB 3.5" 7200RPM 64MB SATA6GB/s High Performance HDD
GPU - Sapphire Technology AMD Radeon R7 250 1000MHz 2GB DDR3 PCI-E 3.0 HDMI

I think one of the RAM slots on the motherboard is broken, I have done tests with 4 ram boards and one of the slots is not working.

I am not sure weather to upgrade the motherboard, CPU and GPU or just the motherboard and GPU. My budget is not graet at around £200-£250. Please let me know what you advise.

Im afraid you will need to upgrade all 3 of them and probably also the ram. The problem is you have bought dated components. That gpu is from 2013 and that cpu is from 2014.
You wont get anything from upgrading mobo and gpu, as you will still bottleneck from your cpu and you wont be able to upgrade to a new cpu with a motherboard with a FM2 socket.
With your budget You should probably look into upgrading in two rounds. One for the GPU and one for the cpu, mobo and ram.

Since you will need a new CPU, motherboard and RAM, it is best to wait for Core ix 8xxx series CPUs and Intel y3XXX series motherboards to be released.

1) new release means you can get older mobo/CPU cheaper
2) it is reported that the new Core i3 8650k will have 4 cores and have very close performance to Corei7 7700k for gaming and will be less than half of the price
3) if you still want to pay full price, new Core i5 and Core i7 CPUs will have 6 cores, instead of 4 at the same or less price ( and upto 40% more performance in multi threaded tasks if you believe Intel )

So, wait for 2 months or so before acting.
