I am currently in the process of upgrading my workstation.

I have gone from a 4770K to a 6800K.

I purcahsed a new CPU, Motherboard, RAM and case for this build, using the old drivers, cooler, GPU and PSU.

Once built I tested it however no fans spun up. The lights on the GPU and motherboard (lights that are on when the pc is powered but off) were on. I heard click from the PSU when I did press ON button.
I thought it could be something shorting the motherboard however I have it on a motherboard box and the problem is the same, I have tested the RAM, I have tested the GPU however nothing. The same problem, Lights on and when I click the on button on the motherboard nothing. Same click sound from the PSU still.

PSU is EVGA SUPERNOVA 850W
GPU is GTX980ti

Solution

Ok then I hope everything goes as should be this time.

I do not know the Bios version of the motherboard.

How would I go about installing it?

Check this out. Maybe you can update the bios to a newer which supports the Broadwell-E cpus. With this method you don't need a cpu installed on the motherboard or ram or gpu just the psu.

Attempted to flash the BIOS but it does not seem to ever finish updating, still no progress.

So you downloaded, extracted, renamed the file as required by the motherboard, copied it on an empty usb flash drive formated in FAT32, plugged it into the usb port designated for the bios flash, pressed the flash button and it started to flash the bios but it didn't stop. In other words you followed this http://event.asus.com/2012/mb/USB_BIOS_Flashback_GUIDE/?_ga=2.228210138.611525681.1503670735-252789007.1492001447

Is this what happens?
If the light flashes for five seconds and turns into a solid light, this means that
the BIOS Flashback is not operating properly. This may be caused by improper
installation of the USB storage device and filename/file format error. If this scenario
happens, please restart the system to turn off the light.

So the next thing you can try is to install a Haswell-E cpu and see if the motherboard works since the bios version supports them and update it. Ofcourse it will be difficult to find one by someone who is willing to lend you his cpu, so if you don't have any friends with Haswell-E you could give it to a computer shop or something and ask them to update the bios.

I got the motherboard from a computer shop, I just spoke to them and they ensured me it has been tested and working.

What about the cpu? Is it from the same computer shop? If the motherboard is working as they say perhaps there is a problem with the cpu. However this does not explain the fact that the motherboard is not able to comlete the bios flashback. Anyways ask them if they can update the bios for you.

The CPU is from a different place. I will send a message to the place where I got the CPU from.

Also I didnt ask you how you tried to do the flashback. In order to minimize the potentian faulty components, try taking the motherboard out of the case, and leave it only with the psu plugged in. No cpu no ram no gpu nothing. And try again.
