I've currently got a Pentium G3258 from 3 years ago, and it is really just unbelievably slow for the video editing and heavy productivity tasks I do. I honestly don't know why I ever went with it, although it has served me well for $70! I am looking to upgrade to a new CPU. I was first considering a Ryzen 5 1600x or 1700 but with that means I need a new mobo, and RAM, since I currently have DDR3 not DDR4. That'd a hefty chunk of change I don't have. The other solution I was thinking of was to go with a 4790K used from eBay that's in good condition and that was never overclocked. That would run maybe $250, not $500-$600 like Ryzen would cost me.

Do you think going with a used CPU that's in good condition is worth it, or should I go for Ryzen which will likely cost 2-2.5x more money, keeping in mind I'm very tight on cash. I've heard from sources like Linus Tech Tips and Paul's Hardware that CPU's are great to buy used since they rarely ever fail, but I thought I might get some other opinions. My current specs are below, and I would basically keep everything the same except the CPU if I went the Intel route. Thanks!

Pentium G3258 @ 4.2GHz
Hyper 212 EVO
MSI Z97 PC Mate
G.Skill Ripjaws 12GB DDR3
Asus R9 270x 2GB
120GB Samsung SSD
1TB WD Caviar Blue
EVGA 600B PSU

Your G3258 has a passmark rating of 3918 and a single thread rating of 2148.
The I7-4790K has a rating of 11,194/2530. The total rating is when all 8 threads are fully utilized which is what you can expect for video editing apps.
The ryzen 1600X rating is 13150/1943 with 12 threads.

They are essentially equal performing options.
Since the 4700K costs considerably less, that seems to me like a reasonable way to go.

I do CAD rendering on an Haswell generation Xeon E3 and I can tell you it's quick- it would be a *huge* upgrade from your Pentium. It's true that either Ryzen chip you mention will be faster (and actually I'm building a new R5 1600 based rig for home- just waiting on the parts being delivered)- however if money is an issue you won't regret grabbing the i7 (you should also look for the Xeon E3 chips, think mine was a 1230 v3- they cost less than the i7 but still offer 4 cores / 8 threads).

The other advantage is with that i7 in it- you'll have a system you could easily sell and recoup some money should you decide you did need to go for something faster. I think that is by far the most obvious choice in your situation :)

The i7 4790K is a great processor with great overclocking potential, strong single core performance and a turbo boost of 4.40GHz. Your pentium G3258 has 2 cores and 2 threads compared to the i7 4790K 4 cores and 8 threads you will be gaining a lot of multi-core and single core performance. You should be okay by just buying the i7 4790K, that's what I would do.
