Are my GPU clocks low?

My 1080 idles at 139mhz core and 405mhz ram. Sounds like your 1060 is doing the same. This is normal, and is designed to save power. Monitor the clock speeds while gaming, and as long as they ramp up to the advertised speeds there is no problem.

I'm having this happen to me during games, gpu core clock jumps to 1407 MHz, the % utilisation shoots to 100% and them the core clock drops to 139 MHz. This happens every second causing average fps of 10...

Sounds like thermal throttling, have you checked your graphics card temperatures when this happens?

I've run a heaven benchmark test a few times, once after factory resetting and then again after updating to the latest drivers. Both times the problem persisted but the gpu temp is a steady 50 degrees with the fan kicking in at about 55 degrees. All the while my you core clock is whacking from one extreme to the other. I can post a video of the benchmark with system monitors if that would help?

Set pc power to high performance if you haven't. Make sure drivers are all up to date. Check Nvidia settings to make sure you're set to high performance. If drivers aren't up to date, update them and reboot. You said you're using a laptop, does this issue happen when plugged into the wall, or only on battery?

Done all of that, even reset to factory settings which resulted in a slightly higher fps average (25). But although the fps has average has increased its still stuttering every couple of seconds and the gpu MHz is still throttling.

What's the temperature on the cpu when the gpu spikes? It still sounds like a temperature throttling issue, although 55*c wouldn't do that. 55*c sounds suspiciously low for a laptop; I'd expect high 70s at the very lowest when doing stressful stuff like gaming. 80s-90s wouldn't really surprise me, in a laptop. High 90s would cause this issue for sure.

Just looked at the video I recorded ofnthe benchmark and the cpu is at 60c after 3 minutes of the heaven benchmark test. I could upload the video to YouTube and post the link here if that helps?
