High CPU Usage when using more than 1 processor in msconfig

Recently my computer and CPU specifically have been acting in weird ways. For some reason one day my pc began running unbearingly slow, I looked in task manager and it said I was using 99% of my CPU constantly. So I went into the msconfig to see if the amount of processors I was using was the problem. It was exactly what I left it at (4 out of 4 processors being used) but I decided to pull it down to using only 1 processor. So I restarted and it fixed the problem, but the problem persisted when I changed the number of processors to 2 and 3. I've changed it back to using one processor so I can have a decently stable pc for the time being, but fps on games are a quarter of what I get with 4 processors being used. Does anyone know a fix for this?

Just ran Process Explorer and nothing seemed to be out of place, also ran a malware bytes scan, it found nothing.
