GTX 1080ti out of memory?

So I'm new to pc building, and wanted to upgrade my 970 to a 1080ti. I asked my cousin who's know his stuff and browse around about drivers and swapping out cards. I think it all started when I switched cards. Now the 1080 is acting like a 970 and caps out at the 4gb mark. I went and did a clean reinstall of Nvidia's latest drivers after cleaning it out with DDU (I think that's right?). I can't find anything close when googling about my problem. It seems like everyone else with a 1080ti is a pro and I'm an idiot for trying. First I had a power issue with my psu for a low output for the card, it was a 650w, but I got a 850w and runs smoother now. The issue still remains: I'm running out of video memory with a GTX 1080ti at 4gb's of usage

Built it in early 2016, and have been busy with work lately to sit down and look at it from every angle like I used to.
