1050ti randomly dropping frames, doesn't show up on in-game FPS display

Recently my 780 crapped out on me, I upgraded to the 1050ti (4GB) and booted up Overwatch to test it out. Much to my dismay, I found that occasionally the game takes a dive in FPS, sometimes down to as much as what looks like 10~FPS.

The thing is, the drops do not show on the in-game FPS display, which flickers back and forth between 69-70FPS consistently.

I have tried the following fixes, to no avail:

-Disabling Vsync, both in-game and in the Nvidia control panel
-Limiting FPS to 70
-Limiting FPS to Display-Based
-Lowering various in-game settings (doesn't seem to make any difference no matter what I change)
-Performing a clean uninstall of old drivers using DDU and reinstalling newest drivers
-Setting the Bnet launcher to close when the game opens

I've never experienced an issue like this before and I really don't know what could be causing it. Other than changing the card and drivers, I haven't changed any settings that I can recall that might apply to this. Could it be an issue between the monitor and the HDMI cable, or the GPU output?

I'm running on Windows 7, 16GB RAM

Been dealing with this for days now, any assistance is appreciated.

Seems fine. Overwatch is known for FPS drops since its 'uprising' update (or any update, really)—it has nothing to do with your specifications. There are many fixes, some work, most don't, though I suggest you do this first, then we move down the ladder:

While in-game (and having the FPS drop), press Ctrl + Alt + Delete, and choose Task Manager, look for a task called issch.exe, and exterminate it. If that doesn't help, try running the game from overwatch.exe as adminstrator (you will have to sign in every time you play).
