i7 4790k Running HOT

I have a i7 4790k with a corsair h60 cooler on it
At idle i can sit around 32-38c, but as soon as i open firefox or anything really it will spike anywhere from 45-60c, then drope back to idle temp.
Whenever i run Aida64 stress test I overheat within 5 seconds so I end the test.
Whenever I run a stressful game it overheats and my alarm on realtemp tells me im hitting 85c
so I alt-f4 out immediately.

My voltages appear fine, My VID seems fine, it moves around from .721 to .716, then sometimes spikes to .780 and this is idle with just cpuid open. Literally changes every second or two.

I thought maybe my cooler was going bad, but my pump speed is at around 4400rpm, shook it around in case of airlocks, no change, my pump is hooked into my mobo cpu fan header.
My system has been working fine for about 2 years, but randomly Im having heating issues now.
Redone thermal 3 times now using Arctic Silver, I knows its done correctly, and cooler is seated properly.

Only thing ive noticed funky was included in the pics there is a green graph sort of thing in HWinfo showing the mhz of my cpu cores averaging around 800mhz, but ever so often (like every 10-20 seconds) it spikes all cores to max then drops back to 800. Didn't know if that's just a glitch with the program or not as it is just idling with HWinfo running.

Solution
Turned out it was the arctic silver paste not spreading across the cpu fully like it should. I used a pea size drop in the center and it would barely spread. Did this like 4 times. So I RMA'd the h60 pump just in case, but i found out that by smashing the heatsink into the thermal on the cpu and kinda smudging it around with it fixed the issue. Also found out the Coolermaster Hyper 212 Evo is better than the shitty corsair h60..... not hitting over 52 degrees Celsius with the hyper 212 on max load.

i dont know, im assuming my cooler is crapping out. my voltages seem fine. Intel Process Diagnostic tool passes on every level. I dont see how its my cooler since my pump rpms are at spec though. Ive got an rma in process for the h60. so i guess ill see what happens when i receive my new one.
