CPU all cores randomly jump from 100% usage to 2-10% every second

Google windows resource monitor. It's built in to Windows. Launch it any number of ways including typing "resourse monitor" without the quote in the search box that is typically bottom left in win10.

Goto the CPU tab. Look at the "processes" and "services" window. They will have one row jump to high CPU utilization when your CPU jumps to 100%. Google the name of...
For an Intel chip random spiking on cores and variances between the degree of spikes - no matter if under load or just idling doing nothing - is normal. However, if you are idling and your CPU cores show spiking to 100% or close to it, then something may be wrong. You may have runaway apps going on in the background that may not show up on the task manager, or potentially malware.

its probably not a program i have downloaded or malware since i had a clean install of windows and wiped all data from my hard drives just yesterday, so i havent downloaded anything yet basically. i dont know if this was going on before i reinstalled windows, i havent checked.
