Hardware issue: PC keeps freezing, maybe due to hard drives or MB, NEED HELP

When web browsing and playing Spotify, my PC keeps sort of freezing, Not completely, I can still move the cursor etc. but audio stops playing and programs don't run when they're told to.

When freezed, Chrome always gets stuck on "Waiting for cache"

This happens often when Spotify is running, sometimes when I'm browsing, but not if I'm only gaming.

Note that Spotify and Chrome are running off of an Intenso 120 GB SSD, which is also my boot drive. Games are stored on a 60 GB Kingston SSD or my 500 GB hard drive.

This is what I've tried so far:

- Change RAM sticks to new ones: No change

- Delete & reinstall Spotify: No change

- Run Crystal Disk Info on the Intenso SSD: "Drive healthy"

- Check for Viruses and malware: Nothing found

- Remove OC from CPU: Didn't change a thing

- Reset Windows and delete all files: "Windows failed to reset PC, undoing changes" WTF?

Ryzen 1400 OC
Asrock ab350m
GTX 1060 OC
Crucial 8 GB 2133 Mhz
Intenso 120 GB SSD (boot drive, essential programs)
Kingston 60 GB SSD (games)
unbranded 500 GB HDD (games, programs)

Just tried it, didn't help...

The OC was gone as I entered the BIOS, apparently Windows removed it while trying to reset.
